Mykola Tomenko: Composition of the Local Councils shall be optimized
Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, drafted the Bill on Amendments to the Law "On Elections of the Deputies of the Verkhovna Rada of Autonomous Republic of the Crimea, Local Councils and City Mayors", that curtails the composition of regional, city and village councils.
Commenting upon the Law, M. Tomenko stated: "Within the framework of the discussion regarding the elections to the local self-government bodies it is necessary to alter the election law ias to the curtailment of the overgrown composition."
The Deputy Chairman is convinced that the rational structure and effective system of the local self-government needs definite legislative determination of the quantity of representatives in the relevant bodies sufficient for the efficient realization of their functions.
The Deputy Chairman of the Verkhovna Rada of Ukraine explained that the Bill suggested establishing minimal and maximum rates of the quantitative representation of the Deputies depending on the population living in a relevant city, town, township and village, etc.
Among the urgent tasks, M. Tomenko named the liquidation of the closed party lists and curtailment of the overgrown composition of the local councils.
